案情通报 | 印度对我太阳能电池发起第四次反倾销调查
案情简介
当地时间2024年9月30日，印度商工部发布公告称，应印度国内五家企业（FS India Solar VenturesPrivate Limited、Jupiter International Limited、RenewSys India Private Limited、Tata Power Solar SystemsLimited 、TP Solar Limited）提交的申请，对原产于或进口自中国的太阳能电池（Solar Cells whether or notassembled in Modules or made up into Panels）发起反倾销调查。
涉案产品描述
Theproduct under consideration is ‘solar cells or photovoltaic cells whether ornot assembled in modules or made up into panels, produced using c-Si or thinfilm technology. Solar modules or panels made up of solar cells are within thescope of the product under consideration. Further, solar cells may be‘Monocrystalline’ or ‘Multi-crystalline’, both of which are included within thescope of the product under consideration.

Theproduct under consideration is majorly manufactured using two productiontechnologies, namely, crystalline silicon based solar cell technology (c-Si)and thin film technology. Solar cells and modules or panels produced throughc-Si based technology and thin film technology are both included within thescope of the product under consideration.

Solarcell, also known as photovoltaic cell, is a solid-state electrical device thatconverts sunlight directly into electricity by the photovoltaic effect. Inorder to achieve a particular amount of wattage or current, a number of solarcells are connected together to form a solar module or panel. For large-scalegeneration of solar electricity, several solar panels are connected togetherinto a solar array. The modules using thin film technology are also connectedin a similar manner, to form an array.

根据印度反倾销法规及立案公告，利益相关方应于印度商工部贸易救济局发出立案公告之日起30天内以电子邮件（发送至jd12-dgtr@gov.in、dd19-dgtr@gov.in, 并同时抄送adv11-dgtr@gov.in、consultant-dgtr@govcontractor.in）的方式向印度调查机关提交利害关系登记、调查问卷、产品范围和PCN评议等调查相关信息。如果涉案企业不积极应诉，将可能获得高额反倾销税，从而失去印度市场。因此，希望各企业高度重视本案并尽快做好应对准备。
